I also like the part where Kagura talks about his aspirations as Mizukage, how economic and technological development aren't everything, but people's welfare is also a big issue that must be considered. This goes back to the part about the Feudal Lord prioritizing economic development seemingly above everything else, which has led to people being displaced. Perhaps it can be in contrast to the view that Konoha and the Land of Fire have taken, where although economic and technological development are obviously important in their vision, they try their best to share prosperity with everyone to make sure no one gets left behind. I think in the Byakuya Gang Arc, Naruto recognized that during the development of the village, there are still people who are still unhappy and feel like they are left behind and as such pledged to work everyone to improve the village. In the same arc, Shikamaru talks about the importance of listening to the people. With that it seems quite clear that Konoha has taken a more holistic view to development. Also, Ikkyu is noted to be a strong supporter of Naruto and thus most likely shares his vision of advancing overall well-being and not just economic growth and technological advancement above other aspects.
