Ukraine prepares backup plan for data migration to other countries
The Ukrainian government is preparing to move data and servers abroad if the war continues.
The deputy head of Ukraine's Special Communications and Information Protection Service, Victor Zhora, said they had a contingency plan.
"We prepared the terrain," Zhora said, quoted by Reuters on Thursday.
Their main plan is to protect the ICT infrastructure within Ukraine. While moving it overseas is a "plan B or C".
Zhora said this migration would only take place if there were regulatory changes approved by Ukrainian legislators.
Officials in the Ukrainian government have moved equipment and supplies to safer areas of Ukraine that are out of Russia's reach.
Zhora in an interview with Politico last month said there were plans to move critical data out of the capital Kiev if threatened. He said Ukraine had offers to move data to several countries.
According to him, if there is migration, locations in Europe are preferred for reasons of proximity.
"There are many options. All submissions are welcome and worth considering," said Zhora.
According to him, in the past, moving government data out of Russia's reach involved physically moving servers and storage or digitally migrating data from one server to another.
When legislators one day lift restrictions on sending Ukrainian data abroad, according to Zhora, it does not mean that all government data and networks are immediately sent abroad.
The government must determine on a case-by-case basis whether it is necessary to keep operations running overseas or evacuate data.
The management of data collected by governments became the talk of the world when Afghanistan was taken over by the Taliban last year. When the Taliban conquered the city of Kabul, they were in a position to obtain sensitive data such as salary information for government employees and soldiers.
Such data can be used to capture the opposition. The same concerns apply to the case of Ukraine. This information becomes useful for Russia if they want to control Ukraine.
Historian from the University of Gothenburg, Sweden, Pavol Jakubec, said Ukraine did not need to set up a government in exile at this time, except as a last resort.
"Perhaps they want to prevent Russian attempts to block operations, both analogously and digitally," Jakubec said.
He explains that in 1940, Norway moved the Ministry of Foreign Affairs files to the north of the country, then to Great Britain when they were attacked by Germany.
Jakubec also considered that in addition to protecting their citizens, Ukraine would prevent their documents from falling into Russian hands so that their contents would not be altered and used for propaganda.
